According to this law the competent authorities can mandate shared access to public infrastructure when restrictions for installing or building infrastructure are imposed because of environmental, public health, security, and territorial arrangement reasons. Co-location of equipment is expressly referred to in this law.
This law seeks to promote the efficient use of public infrastructure and to encourage competition by granting access to entrants to the existing infrastructure.
